Provisional anti-dumping duties imposed on vehicle laminated windscreens

The International Trade Commission of South Africa (ITAC) have imposed provisional anti-dumping duties ranging from 18.36% to 26.67%, with effect from 10 February 2023. These will remain in place until 9 August 2023. It is important to note that these duties are levied on top of the 30% duty already in place on tariff subheading 7007.21.20. The anti-dumping duties do not apply to tariff subheading 8708.22, created in 2021. Although windscreens classified under tariff subheading 7007.21.20 can also be classified under tariff subheading 8708.22, the investigation only covers tariff code 7007.21.20. It is an unusual situation.

The anti-dumping application initiated following an application by Shatterprufe, a division of the PG Group. The other three manufacturers; BSG Auto Glass Southern Africa, FGW Safety Glass and Universe Safety Glass supported the application. The domestic industry alleged that, laminated windscreens originating in or imported from China, are being imported into the SACU market at lower prices than they are sold for in China. The domestic industry further alleges that the low prices caused material injury to the SACU industry.

Six Chinese exporters and four SACU importers responded to the investigation. However, ITAC only accepted exporter responses of Dongguan Kong Wan Automobile Glass Limited and BSG Auto Glass Co., Ltd, all represented by Trade Solutions.

Interested parties have up until 15:00 on 24 February 2023 to provide comments on the preliminary investigation report.
